Under the Delhi special police establishment Act, the first draft of the script took me almost ten months to write. At present, Special Commissioner of Police (New Delhi) MK Meena said that in the 2014 case, Given the wide difference between overall GDP levels — India’s is one-third of China’s,inputs? This has led to a massiveand expensiveeffort to expand inputs Government reports are full of numbers about inputs Since they want to advocate inputsthey want lots of information about inputs But it is essential to the circular inputs are quality logic that there be no independent measure of learning What drives the education establishment to its furious opposition to measures of learning it cannot control is the fear that its basic premises will be shown to be erroneous The ASER results for 2012 show that measured inputs are getting better but learning profiles (the extent to which the childs capabilities expand from year-to-year) are getting substantially worse Children in the fifth grade in 2012 are less able to do simple math than children in 2011and both are less adept than children in the fifth grade in 2010 Rather than accept that its input-ideology might be wrongthe education establishment prefers ignorance It also defends keeping access to the highly paid jobs of government teachers under its control by pretending that high quality teachers means civil service teachers trained in government institutions Independent evidence of the highest rigourshowing that contract teachers with no formal education training do just as well for students iswellinconvenient A recent study in Uttar Pradesh showed students learned only half as much from civil service teacherswho cost over three times more than others The education establishment knows a policy of half as much learning for three times the cost can be supported by Indian taxpayers only if they are kept ignorant The commitment to a selective ignorance about learning progress that allows the ideology and interests of the education establishment such free play wouldin a perverse waybe impressive if it were not utterly tragic Each yearIndian children are emerging from their schooling experience unequipped with the basic literacy and numeracy skills of the 19th centurynever mind the 21st-century skills they need The Indian education establishment is not committed to fixing this problem It is committed to denying that this is a problem and to keeping the Indian public in the dark about it Lant Pritchett is professor of the practice of international developmentHarvard Kennedy School and author of the forthcoming book? that the higher deficit will be used to fund ‘productive’ investment not ‘wasteful’ consumption Economists often separate the near term from the long run It is a useful analytical device to think about policies and reforms In reality there is no such separation (we are yet to master the skill of holding time still) The long term is just the sum of short-term events What we do now inextricably affects the future So by conflating what can be done analytically with what is possible in reality the FY16 budget’s promised transformational reforms could well become hostage to how long India’s luck with macroeconomic tailwinds will last This government was voted to power to bring about a transformational change in the economy After nine months of tinkering and hesitancy the government appears to have begun with this budget to bring about the kind of institutional change that is needed to transform India Amending the central banking act to formalise inflation-targeting as the sole objective of monetary policy will finally anchor medium-term inflation expectations and institutionalise stability as the focus of overall macroeconomic policy If fiscal policy turns wayward monetary policy will have to be tightened to keep inflation down Setting up an independent debt management office may appear esoteric but it is critical for monetary policy independence While businesses routinely bemoan the high cost of entry an often overlooked component of the ease of doing business is the cost of exit By promising to formulate a bankruptcy law and introduce public dispute resolution mechanisms the budget has taken a major step in reducing the cost of business A key binding constraint to growth today is the excessive risk borne by the private sector in PPP projects Promising to review the PPP framework is much needed The increased devolution of taxes to states especially as funds untied to Central government projects will provide them with the resources and independence to meet state-specific needs and not those mandated by New Delhi All these are key elementsof transforming the government from being the provider to being the facilitator of growth But such changes bring with them increased anxiety over employment and income at the individual level This requires expanding India’s inadequate social safety net The increased tax incentives for encouraging long-term retirement savings increasing health insurance the rolling out of a minimum universal social security scheme and continuing with the MGNREGA (however faulty) will help mitigate the rise in uncertainty While these changes promise to transform the economic landscape they will take time to become effective So what should one do in the interim that is in the near term History suggests that one should create as much fiscal space as possible to buffer the economy from unexpected shocks during this transitional period especially as the global headwinds of yesteryears have turned into tailwinds now — developed markets are recovering while oil prices are expected to remain benign with much easier global financial conditions Officially India is humming along at 75 per cent growth Even if one doesn’t quite feel it it is evident that the economyis already healing such that there is no macroeconomic reason to provide any fiscal stimulus Yet the government did exactly that Instead of providing more fiscal certainty the budget needlessly exacerbated the risks around India’s Achilles’ heel Here is some simple albeit caricatured arithmetic to make the point FY15’s deficit is slated to be 41 per cent of GDP Suppose policymakers went on strike this year Then the FY16 budget would have had to run on the same appropriations and tax policies as in FY15 This would presumably lower growth to say? And see where it got us two years later. 2017 7:37 pm Tatum had 11 points and seven rebounds and showed off his defensive knack again. Mitchell has averaged 16. The stock market crash makes these FTSE 250 shares look cheap to me The stock market crash saw the FTSE 250 fall more than 40% from its year-to-date high to a low of under 13,000 in March. Whilst we’ve seen a partial recovery since then to just over 17,000 currently, some companies remain stubbornly low.Profiting from the stock market crashIbstock (LSE: IBST) is the UK’s leading brickmaker. As such, it is intrinsically linked to the housing market. So it will come as no surprise that when the builders stop making houses, profits will take a hit. Ibstock announced last month that revenues in April and May declined by 75% following March’s stock market crash.5G is here – and shares of this ‘sleeping giant’ could be a great way for you to potentially profit!According to one leading industry firm, the 5G boom could create a global industry worth US$12.3 TRILLION out of thin air…And if you click here we’ll show you something that could be key to unlocking 5G’s full potential…As a result, management turned to cutting costs – with the top brass taking a 20% salary cut – and they announced in June that around 15% of its workforce could be axed as sales volumes slipped. The dividend was cancelled to preserve cash, but should it be reinstated at the same level then we are looking at a yield of 5.5%.However, I see these issues as temporary setbacks. The long-term fundamentals remain unchanged at this FTSE 250 company. We have a chronic shortage of housing in the UK and the Government has promised to build 300,000 new homes each year. Therefore, it might be a surprise to see the share price off a third from its year high. But Biffa has not managed to avoid this stock market crash. The dividend was cancelled in March, and Biffa has said it will be ‘restricted’ until at least 2022.Despite a strong performance in its recycling business, the company warned of ‘very significant’ reduction in demand for Industrial and Commercial (I&C) collections. In June, the FTSE 250 company said that revenues in I&C are still 40% below pre-coronavirus levels and may not recover to pre-2020 revenue levels until well into 2022.Biffa also raised £100m in an equity placing at 200p to help see it through the pandemic and to take advantage of any potential acquisitions that may arise.I do think Biffa will survive this stock market crash and revenues will eventually return to pre-crisis levels. But I think there are better FTSE 250 recovery stocks out there to invest in right now, with Ibstock being one of them. Enter Your Email Address David Barnes owns shares in Ibstock. Growing up in that part of the country, he was a fixture always present in our area, and well known by most. I always respected him so very much for being a true man of God, not so much respect however, for some of the other famous preachers. May he rest in peace. When President Clinton’s affair with Monica Lewinsky came to light, Graham called for forgiveness. Clinton told Peter Boyer of The New Yorker, “He took sin seriously. But he took redemption seriously. And it was incredibly powerful the way he did it.”Former president George W. Bush has said it was a conversation with Graham that turned him from his drinking ways when he was young.“I’ve never called him on a specific issue but his influence is bigger than a specific issue, as far as I’m concerned. He warms your soul,” Bush told an ABC 20/20 special on the preacher and politics. From USA TodayThe world’s best-known evangelist, the Rev. Billy Graham, has died. He was 99.Billy GrahamFrom the gangly 16-year-old baseball-loving teen who found Christ at a tent revival, Graham went on to become an international media darling, a preacher to a dozen presidents and the voice of solace in times of national heartbreak. He was America’s pastor.Graham retired to his mountain home at Montreat, N.C., in 2005 after nearly six decades on the road calling people to Christ at 417 all-out preaching and musical events from Miami to Moscow. His final New York City crusade in 2005 was sponsored by 1,400 regional churches from 82 denominations.Presidents called on Graham in their dark hours, and uncounted millions say he showed them the light. He took his Bible to the ends of the Earth in preaching tours he called “crusades.” Even now, anywhere a satellite, radio, TV, video or podcast can reach, his sonorous voice is probably still calling someone to Christ.“He was so real, he made Christianity come true,” observed Susan Harding, an anthropologist at the University of California-Santa Cruz. “He was homespun, historical and newsworthy all at once. He could span the times from Christ to today, from the globe to you, all in one sentence.”Billy Graham delivers a sermon at age 27. (Photo: Billy Graham Evangelistic Association) Grant Wacker, a Duke University professor of Christian history, says Graham represented, “what most decent churchgoing people thought and ought to think.”He never built a megachurch, set up a relief agency, launched a political lobby or ran for office. Yet he redefined American Protestant life by popularizing Christianity’s core message — Christ died for your sins — downplaying denominational details and proclaiming the joys found in faith.Graham was, however, drawn to power. Eventually, he met, prayed with, comforted and joked with 12 U.S. presidents, and Graham learned to walk a tightrope. He found a fine balance that allowed him to become America’s pastor, Democrat or Republican. The AIA’s Housing Awards Program, now in its 13th year, was established to recognize the best in housing design and promote the importance of good housing as a necessity of life, a sanctuary for the human spirit and a valuable national resource. To meet the client’s requirement that the house be highly efficient, it is constructed of structural insulated panels (SIPS). This method allows for a faster construction time, less waste generation, tighter construction, and better insulation. All the windows and doors are designed to surpass energy code requirements, and all of the lighting is either LED or compact fluorescent to reduce energy consumption. The siting and design of the house maximize passive solar benefits to reduce the energy load.Halls Ridge Knoll Guest House; San Francisco / Bohlin Cywinski JacksonSave this picture!Halls Ridge Knoll Guest House; San Francisco / Bohlin Cywinski Jackson © Nic LehouxThe building is carefully detailed in stone, timber, and glass to respond to the site’s rolling topography, a forest of ancient live oaks and manzanita, and panoramic views of the San Clemente Mountains and Los Padres National Forest beyond. A stone wall anchors the building to the sloping site and screens the house and pool. A simple timber-framed shed roof springs from the stone wall, supporting naturally weathered zinc roofing over cedar-clad volumes. Expansive windows provide natural lighting throughout the house, and a broad overhanging roof provides shade from the intense summer sun. Sliding doors and operable hopper windows throughout the house use the prevailing winds for natural ventilation, while also providing expansive views of the mountain range. House in the Mountains; Colorado / GLUCK+Save this picture!House in the Mountains; Colorado / GLUCK+ © Steve MundingerRoof planes appear as native mountain meadows, making the structure practically invisible from the road above. These green roofs not only provide a super-insulated envelope but also preserve and highlight the original view from the existing house. Continuous clerestory windows wrap around the interior, screening out the road and revealing a spectacular mountain panorama. This clerestory creates a completely daylit space, with lighting necessary only at night. Solar panels are incorporated in the building façade. A retaining wall, clad in Cor-ten steel and cement board, slices diagonally across the site, capturing one side of the solar courtyard and, on the other, forming a private sunken court adjacent to the main living area. Lake View Residence; Austin, Texas / Alterstudio Architecture LLPSave this picture!Lake View Residence; Austin, Texas / Alterstudio Architecture LLP © Patrick Wong, Casey DunnThe 5,900-square-foot house emphasizes views and a dynamic spatial sequence. A rich palette of materials on the interior, including mahogany cabinetry and longleaf pine floors, combines to create a warm environment. Oriented for optimal cross-ventilation and protection from the sun without eschewing the view westward, this project also features geothermal HVAC systems, a photovoltaic array, reflective TPO roofing, cellular foam insulation, tankless water heaters, and FSC-certified and reclaimed woods. The house also takes advantage of the tree canopy to provide additional shading, and carefully placed skylights bring diffused daylight to the interior and help reduce reliance on electric lighting.Multifamily Living:The Multifamily Housing award recognizes outstanding apartment and condominium design. Both high- and low-density projects for public and private clients were considered. In addition to architectural design features, the jury assessed the integration of the building(s) into their context, including open and recreational space, transportation options and features that contribute to livable communities.Via Verde – The Green Way; Bronx, New York / Dattner Architects and Grimshaw ArchitectsSave this picture!Via Verde – The Green Way; Bronx, New York / Dattner Architects and Grimshaw Architects David Sundberg/EstoThis mixed-use complex provides healthy, affordable urban living for low- and middle-income residents of the South Bronx. Large windows, typically on two exposures, allow cross-ventilation and provide abundant daylighting. The garden begins as a courtyard on grade and steps up through a series of south-facing roof terraces. The terraces, many of which are accessible to residents, feature a small apple orchard and plots for growing vegetables while also providing storm water control, enhanced insulation, and mitigation of the urban heat island effect. Rainwater is collected and recycled for irrigation. Specialized Housing:The Special Housing award recognizes outstanding design of housing that meets the unique needs of other specialized housing types such as single room occupancy residences (SROs), independent living for the disabled, residential rehabilitation programs, domestic violence shelters, and other special housing.
